A Korean trade official said that Samsung and Hynix would not be paying 100% tariffs and the country would be subject to a favourable tariff level under a trade deal.
Trump warned against making a pledge to invest and then not going through with it.
“If, for some reason, you say you’re building and you don’t build, then we go back and we add it up, it accumulates, and we charge you at a later date, you have to pay, and that’s a guarantee,” said Trump
